First of all, you need to know that there are 3 kinds of gems. Empowered Gems (in the picture above, top blue), Lesser Gems, Class Gems. Each gem provides PR and 3 different stats that cannot be changed (stat reshuffle coming soon). The above shows a sample I took from Google, where all gem slots are unlocked.
Run shadow towers each week. Just farm until you reach 10k PR with any gem you can get and upgrade them. Once you get there, you can make 5k PR classes for weekly contest and get better emp gems that way. Highest PR of freshly unboxed stellar empowered gem that i ve seen was 875 pr, but with Gem Forge (crafted at Builders crafting bench) you can use gem boosters to make any gem perfect.
